In the XX-th century the greatest threat to the world community was angrily Soviet communism and nazi fascism. Communistic terror has destroyed much more people, than nazism. The communism can be qualified as act against humanity as in it are inherent malicious will, slave labour, deportations and murders on political and religious motives.
Definition "Evil Empire" designates the strong state, whose political nature is considered a priori malicious: first, as in relation to the people; secondly, to other countries. On the convention of National association of evangelicals of the USA on March, 8th, 1983 Ronald Reagan has christened Soviet Union Evil Empire and declared the main task struggle against it. In 1985 thanks to Michael Gorbachev's efforts the situation managed to be refracted and the country has followed democratic way of development.
We the Russians who were born in the USSR realize special responsibility for negative consequences of communism and we try not to admit return to the given totalitarian system.
HOWEVER AFTER QUARTER OF THE CENTURY EVIL EMPIRE REVIVES IN YAKUTIA - THE BIGGEST FEDERAL SUBJECT OF RUSSIA.
IN 21 CENTURY IT IS NECESSARY FOR US: CREATION, INSTEAD OF DESTRUCTION !
WE DO NOT WISH TO LIVE IN EVIL EMPIRE AND TO PARTICIPATE IN EVIL !
The main objectives of my movement "Yakutia - Our opinion" are:
-awareness about the real situation;
-protection interests of multinational people of Yakutia;
-monitoring and formation public opinion;
-formation objective idea for citizens to what is happening;
-direction of social activity of citizens in constructive way to realization constitutional rights and international norms to dignity and free development.
I, Stepan Petrov, head of public movement "Yakutia - Our opinion" announce the formation of an alternative list of candidates for President of the Republic Sakha (Yakutia).
Also, I announce the launch of new initiatives that will soon be covered in the following documents:
1. Appeal to the independent institutions of civil society.
2. Civil action to prosecute the President of Yakutia Shtyrov.

The first initiative is dedicated to the involvement of independent civil society institutions and individuals in the implementation of international norms and the setting of priorities to the political leadership of Russia in terms of ensuring decent life for citizens. To protect the interests of the multinational people of Yakutia on the international level should consider the establishment of non-governmental organizations (NGOs) to participate in the UN as observers or advisors. Perhaps by creating a unique coalition of forces in civil society. It is also necessary to work out cooperation with other interested organizations at the federal level - the Assembly of Peoples of Russia, regional, national education and other deliberative bodies of indigenous peoples. To consolidate the legal position to establish close contacts with international and Russia's human rights organizations.
One of the main goals I set full compliance with the rights of the peoples of Russia, including indigenous as well as increase the revenue base of regions. It is necessary to implement the worldwide practice for targeting rental payments from the use of resources for the benefit of every citizen.
WHERE EVIL EMPIRE REVIVES? IN YAKUTIA
Yakutia occupies 1/5 part of Russia (more than 3,1 million square kilometers) and covers almost all Eastern Siberia. Its area exceeds the area of France in 5 times, Italy - 10 and England almost in 13 times. Here live almost 950 thousand persons, that for one person is about 3,2 square kilometers.
Yakutia - the industrially-agrarian republic intensively developing on the basis of richest mineral and the power resources. The republic is rich with minerals. In Yakutia 90% of all Russian diamonds and 24% of all Russian gold are extracted.
In Yakutia the tendency of decreasing of population is observed. Result of activity of the President of Yakutia Shtyrov became unprecedented decreasing of population on the scales comparable to genocide. The population in 1990 has made 1 121 300 persons, to the beginning of 2007 it has decreased to 949 200 persons (on 172 100 persons, or on 15,3 %) that for the radical people number less than 300 thousand mean humanitarian accident!

WHO REVIVES EVIL EMPIRE ? THE PRESIDENT OF YAKUTIA - VYACHESLAV SHTYROV
The purpose of Shtyrov - refined operation of people.
Shtyrov is predator-fighter, instead of the creator.
Shtyrov - absolutely malicious and ungrateful. He can betray friends, to pursue not consent. He is vindictive and angry.
Shtyrov - the product of the Soviet totalitarian system also carries inside the servility press that ineradicably any democratic reforms.
Principles of work of Shtyrov are that: "the basis of successful activity is an ability to shift responsibility on another", "I the chief - you the fool".
Shtyrov lives in communistic paradise: for him all is free. One astronomical hour (and not works - during dream) of Shtyrov costs of 4,9 thousand roubles. It more than is earned by simple people in a month.

Communism and totalitarianism, extending principle of collectivism and subordinating life to public control, destroys individual freedom. One of conditions of maintenance of individual freedom is economic independence and sufficiency, that is freedom of the person by payment of the worthy salary. Shtyrov consistently destroys bases of individual freedom of yakutians, giving under the control to large corporations life and breaking the international norms on worthy life. And as the guarantor of constitutional laws he cannot provide availability to all citizens of the elementary social blessings: formation, public health services and culture. Shtyrov roughly breaks item 3 of article 23 of the Universal Declaration of human rights, article 7 of the International pact about the economic, social and cultural rights, point 2 of article 1 of the International pact about civil and political rights, item 2 of article 6, article 7 of the Constitution of the Russian Federation that has caused mass infringement of the rights and freedom of citizens of Yakutia.
The United Nations have defined the most actual problems: first, the extensive technogenic process burning resources of the Earth; secondly, inequality-unfair distribution of resources between rich and poor. The United Nations recognized that economic development is not panacea of the decision of problems of mankind.
The basic directions of activity of Shtyrov (increase regional product = destruction of fragile northern ecology and growth of monetary incomes = enrichment of rich and officials and impoverishment-extinction of already poor people) contradict directions of world development and are based on two negative tendencies - extensive technogenic operation of resources and extreme increase of inequality.
Shtyrov usurped the power. The present state system of Yakutia is profanation of democratic process that decreasing liberal ideas. The president of Yakutia Shtyrov has generated authoritative control system and has translated totalitarianism on qualitatively other level - more dangerous, than the Soviet type, owing to its concealment behind the mask of democratic institutes.
In Yakutia Shtyrov has created cult of the person. The chronicle of mass-media reminds the chronicle of working career of Shtyrov. However the image of the charismatic politician created by mass-media in reality thaws: Shtyrov is simply elderly growing decrepit person with extinct blank look and ridiculous horn points. The beginning diamond-mining in Yakutia has lighted Shtyrov's "pseudo-charismatic star". "The soap bubble" its glories will burst, when resources will be settled also it will leave after himself the torn to pieces desert and the ruined ecology.
Thus, SHTYROV IS THE IDEOLOGIST OF REVIVAL OF EVIL EMPIRE in Yakutia
as the Scheme of complex transfer of productive forces of Yakutia realized by him to oligarchical clans and injurious withdrawal of natural resources BEARS HARM!!! TO THE MULTINATIONAL PEOPLE OF YAKUTIA: IN THIS KIND IT WILL PUT AN END IN COLONIZATION OF YAKUYIA AND DOOMS YAKUTIANS TO TOTAL SLAVERY.

On February, 8th, 2007 new strategy of development of our republic - the Scheme of complex development of productive forces, transport and power of Republic Sakha (Yakutia) till 2020 is accepted. It has a number of defects - from some grammatic defects up to the internal logic contradiction. For example, such defect .
As whole there is reasonable question: if on paper flaws - that where are visible to guarantee of safety and controllability of situation during its realization. All this has caused ambiguous reaction in society.
As the course of realization will go depends, including from us. Especial concern causes social component.
The policy is similar to process of stacking of asphalt: when under not up to the end the megaprojects developed from the point of view of safety forming basis of preservation of authority by separate persons, would alive bury human rights and the citizen on worthy existence and the right of separate ethnos to employment by traditional kinds of crafts.
It is necessary balance of interests of the state and society by the adequate account of social component. It is necessary for us to show own civil initiative.
I call political parties, not state organizations and separate citizens to speed up work in the directions stated in REFERENCE , and I invite to cooperation on methodological and information exchange.

For realization of variant of dismissal of Shtyrov by the President of the Russian Federation D.A. Medvedev in connection with loss of trust for inadequate execution of the duties letters on August, 11th, 2008 are directed to the President of the Russian Federation D.A. Medvedev and Chairman of the Government of the Russian Federation V.V Putin . The release is presented in a material the Civil action on preschedule resignation of Shtyrov proceeds.
The OFFER. Now our initiative is at a stage of formation of inquiry in Constitutional court of Yakutia and preliminary consultations of the deputy case.
It is necessary to recognize, that forces are unequal. But all in this world rather: chiefs vary, and we remain. Those who today on the side of the president, tomorrow, if he will lose authority, will come over to the side strong and will betray him. And with pleasure will serve the new owner.
But the true force at on what side the truth. And to this we are strong. And to recede to us there is no place: behind our people and our ground.

At the given stage I have task of unbiased interpretation of position of republic in foreign mass media. In this connection the English version of site "Yakutia-Our Opinion" http://www.yakutian.nm.ru is created.
The publication of materials in leading world rating news agencies and electronic mass-media is fulfilled. A number of competent foreign sources was expressed by interest in reception and the publication of the objective information on event in Russia, with them active consultations and negotiations are carried out.
The separate attention to situation in republic is given in media space of the Asian states - the CIS countries. The Asian information sources well representing our position, completely share our position. The publication of some materials about Yakutia in friendly sources in the near future is expected.
The most important thing according to events, in my opinion, objectivity. Therefore I invite to cooperation all interested organizations and separate persons. You can give the materials objectively covering real situation in Yakutia. Translating and placing will be made by me.
